Minority and Female Recruits Constitute 27.5 Percent of Current Trainees

     (West Trenton) - Attorney General John J. Farmer, Jr. and Colonel Carson J. Dunbar, Jr., Superintendent of the New Jersey State Police, announced today that State Police's recruiting efforts will culminate with an advertising campaign geared to encourage qualified individuals from all backgrounds to apply to join the force. The recruiting ad campaign targets all qualified candidates, including minority, ethnic, military and law enforcement audiences.

      According to Attorney General Farmer and Colonel Dunbar, the expanded, $400,000 advertising campaign caps a year of aggressive recruiting by State Police at colleges, job fairs and community events. The advertising campaign, which includes Internet advertising, radio ads, cable TV commercials, newspaper display and classified advertisements, billboards and bus posters, is designed to inform candidates that now is the time to submit applications to join the force. The campaign challenges the qualified candidate to consider joining the ranks of the New Jersey State Police through the message that State Police ‘Careers Suit All Kinds Of People.'

      The law enforcement officials noted that the goal of the upcoming recruitment cycle is to attract 200-300 additional qualified candidates to begin training in 2001. Additionally, they said that all candidates who passed the written exam and the background investigation in the previous recruiting cycle, but were not selected to enter the Academy, are encouraged to reapply.

     "I challenge any qualified person who hears my message today to consider joining the State Police," said the Attorney General. "You will be joining a state-of-the-art law enforcement agency with a strong history of achievement. But that's not all. You will have a chance each day to make a difference — to make the state of New Jersey a better place to live by helping your fellow citizens."

Results from Last Recruitment Cycle

      In announcing the ongoing recruitment program, Col. Dunbar reported that recruiting efforts over the past year resulted in the largest percentage of minority and female candidates to successfully complete the application, testing and review process and to enter the State Police Academy since 1989. As a result of the 1999-2000 recruiting efforts, 27.5 percent of the 222 candidates reporting for training with the 119th - 123rd State Police training classes in Sea Girt are minority and female candidates.

      Dunbar noted that when the recruiting process started last November, it was anticipated that two classes of 100 to 150 recruits would begin training. As the State Police and the Attorney General's Office examined the overall process, making adjustments as necessary, one aspect of the training program that was revamped was the size of the training classes. In evaluating training programs utilized by other police agencies, the State Police Academy reviewed the training process developed by the Royal Canadian Mounted Police (RCMP). After receiving direct training from the RCMP, the Academy incorporated aspects of the RCMP model into New Jersey's recruit training program, including reducing the size of training classes to five classes of fewer than 50 recruits and focusing on individual-based learning techniques.

      As a result, the 119th class got underway on Sept. 5 when 46 recruits reported for training at the Sea Girt Academy. The 120th class commenced on Sept. 25 with 45 recruits. The 121st class began on Oct. 16 with 39 recruits. The 122nd class is slated to get underway on Nov. 6, followed by the 123rd class on Nov. 27.

      Colonel Dunbar noted that since the recruiting campaign got underway on Nov. 1, 1999, over 16,000 applications have been received by the State Police Recruiting Office. Additionally, State Police recruiters have attended conventions, conferences and civic events, private sector job fairs and university, college and military career forums from New Jersey to California touting the career opportunities within the New Jersey State Police.      The Recruiting Bureau reports that during the recruiting campaign, an average of 120 calls per day were received by recruiters staffing the toll-free New Jersey State Police Recruiting Information phone line at: 1-877-NJSP-877. Additionally, over 34,000 potential applicants sought information by logging on to the State Police Website at www.NJSP.org.

      With the renewed recruitment program, millions of potential trooper candidates will be exposed to :30 second English and Spanish language television ads on cable outlets throughout the state and :60-second radio commercials in English and Spanish on radio stations serving listeners in the New Jersey, Philadelphia and New York City region.

      Internet job sites such as Monster.com, Black Voices, Hispanic Online Magazine, Minority Job Bank, Job City USA and others will display full-width site banners with direct hyperlinks to the State Police recruiting Web page. New Jersey Transit buses traveling in all areas of the state from urban routes to long-haul trips will display 12-foot exterior panel placards and smaller, interior signs. Daily, minority and college newspapers will publish one-quarter page display ads along with separate classified ads in the employment pages. Outdoor billboards in highly visible areas throughout the state will encourage qualified candidates to explore the New Jersey State Police as a rewarding career. Minimum Qualifications and Selection Process

     The minimum qualifications for applying to join the State Police include possessing a bachelor's degree from an accredited college or university or, alternatively, an associate's degree or 60 semester hours of college credits with a "C" average, plus at least two years of military, law enforcement or satisfactory employment experience. (Satisfactory employment experience seeks to attract candidates from professional areas that can bring skills to the State Police in such areas as computer technology, medical/health care, varied business fields, etc.)

      The selection process consists of an initial application and screening, written examination, physical qualification test, oral interview, background investigation and, upon conditional appointment, a medical examination and a psychological examination.
