Troop E

Troop E patrols the Garden State Parkway (GSP) which extends 173 miles from the southern tip of New Jersey to the New York Thruway. The GSP provides easy access to most shore areas in the state. The New Jersey Turnpike Authority owns and maintains the GSP, which is the dominant roadway for access to Atlantic City and its casinos. The GSP offers one of the most pleasant and picturesque panoramas in the eastern portion of the state, and transverses forty-nine municipalities and ten counties.

Troop E Headquarters is located at Exit 116 on the Garden State Parkway, in Holmdel, NJ. Troop E has total police responsibility for the entire roadway, including the events at the PNC Bank Arts Center.

Troop E is divided into three station patrol areas; Bass River Station, Holmdel Station, and Bloomfield Station. Supplementing the station patrols are four Tactical Patrol Units (TPU1 - TPU-4) assigned to the Troop E Tactical Patrol Office. TPU-4 utilizes six (6) Harley-Davidson FLHTPI Electra Glide motorcycles. Their purpose is to provide expedient responses to accidents and disabled vehicles that are located in highly congested areas of the GSP. This unit may also be activated to engage in other assignments which may require mobility and other unique capabilities of motorcycles. Each TPU is assigned to high accident areas to enhance the apprehension of offenders, provide higher visibility of patrols, and to reduce accidents. In an effort to encourage motorists to reduce their speed, various locations in Troop E are selectively saturated with overlapping patrols and TPUs. Utilizing these units, Troop E has enhanced their ability to fully handle their traffic enforcement responsibilities.

Troop E also has two Bus Enforcement/Accident Reduction Units, BEAR-1 and BEAR-2 that unilaterally, and at times in conjunction with the New Jersey Department of Transportation, conduct Level 2, Level 3, and Level 4 Inspections on buses. They also conduct Level 1 and 2 Inspections on trucks. These inspections are conducted at the bus and truck inspection facility located at the Herbertsville Inspection Area in Wall Township, and at selected remote locations on the GSP. This facility was the first of its kind to conduct “in route” inspections on any toll road in the United States. The inspections attempt to ensure that buses and other commercial vehicles using the Parkway, are in a safe operating condition.

The Construction Unit has continued to ensure highway construction safety, both on the Parkway and in the classroom. Over 6,500 people from both the private and public sector have attended the unit’s safety seminars. The unit was assigned to monitor the Capital Improvement Program. Its primary responsibility is to see that the contractors are complying with all safety measures, and that traffic moves through the construction area as safely and expeditiously as possible.

The Troop E Criminal Investigation Office has eleven members assigned throughout their three stations and Headquarters. The detectives are responsible for investigating crimes observed or reported to the stations. In addition, detectives focus on preventing and detecting crimes at the nine service areas, nineteen commuter lots, and the PNC Arts Center located on the GSP.

Since people’s lives often depend on the quick reaction and competent care of an emergency medical technician (EMT), and the GSP is a limited access road, Troop E has sent several of its troopers for EMT certification. These EMTs now patrol the GSP and respond to incidents as varied as automobile accidents, heart attacks, and other emergency situations that require medical assistance.
