Violent & Organized Crime Control North Bureau

The Violent & Organized Crime Control North Bureau is charged with collecting, extracting, summarizing, analyzing and disseminating criminal intelligence data gathered from a variety of sources within the northern region of the State. Processing this data is critical to the Division's strategic assault on crime within New Jersey. The Bureau also provides the Superintendent and Attorney General with the information necessary to combat organized criminal groups and terrorists that could threaten the security of the State and Nation.

The mission of the Violent & Organized Crime Control North Bureau is to diminish and control the capacity of criminal organizations to influence New Jersey's society, economy, and government.

The Bureau seeks to accomplish this mission by continually monitoring the activities of significant criminal groups operating in the northern region of the State. The primary function of the Violent & Organized Crime Control North Bureau is to inform the Superintendent of significant organized criminal activity occurring in northern New Jersey, and to develop criminal cases. Collection of intelligence and law enforcement is performed by the Drug Trafficking North Unit, Street Gang North Unit, Weapons Trafficking North Unit, Crime Suppression North Unit and the Strategic Operations Unit.

Information concerning activities of criminal groups is obtained through various means and sources of information. Intelligence data is gathered, analyzed, and forwarded to Bureau Command for further dissemination to the Superintendent, Investigations Branch, and other law enforcement agencies.

Through these means, the Violent & Organized Crime Control North Bureau monitors and investigates activity of identified street gangs, trafficking operations, weapons trafficking and narcotics distribution in the State, and regularly develops information which results in the initiation of major organized crime investigations. The Bureau also monitors and investigates the activities of non-traditional crime groups present in northern New Jersey.

The Violent & Organized Crime Control North Bureau is made up of the following Units:

Drug Trafficking North Unit

The Drug Trafficking North Unit is tasked with spearheading New Jersey's war on drugs with new strategic initiatives derived from Intelligence-Led Policing efforts. The investigations target and impact upon all aspects of narcotic distribution within the state.

The Drug Trafficking North Unit conducts investigations of narcotics trafficking which focus on improving the quality of life of New Jersey residents. Criminal investigations target wholesale importation and distribution throughout the seven northern counties.

Additional responsibilities of the Drug Trafficking North Unit:

  • Identify and target networks involved in the transportation of wholesale quantities of narcotics into and around the seven northern counties.
  • Identify links between wholesale narcotic's distributors and narcotic's transportation networks within the seven northern counties.
  • Collect, evaluate, and disseminate intelligence data regarding drug trafficking activity occurring within the northern seven counties.
  • Forge community and corporate-based partnerships with the purpose of identifying, preventing, disrupting drug trafficking and transportation activities occurring with the northern seven counties.
  • Provide assistance to law enforcement agencies that are engaged in similar investigations in the northern region of the State.

Brief History of NJSP Street Gang Units

The Street Gang Units were established in 1994 to combat the increasing threat of gang related violence and support the anti-gang efforts of county and local law enforcement agencies throughout the state. Since then, shared responsibilities have been divided amongst the North, Cental, and South Organized Crime Control Bureaus. The primary functions of the three regionally assigned Street Gang Units are to collect, evaluate, and disseminate intelligence on criminal gangs; analyze gang trends; identify problem areas, and target New Jersey's most violent criminal street gangs for investigation and enforcement action.

Since its inception, the Street Gang North Unit has been mandated to target the most violent criminal street gangs which pose the greatest danger to the citizens of the state in the northern region of the State. To achieve its mission, the Street Gang North Unit utilizes a task force concept to combat gang violence by working in cooperation with other federal, state, county, and local law enforcement agencies in the seven northern counties. The Street Gang North Unit also provides training in street gang recognition, investigative techniques, intelligence collection, analysis, and tactical expertise in enforcement operations.

Weapons Trafficking North Unit

The mission of the Weapons Trafficking North Unit is to identify, investigate and deter the current threat posed by the growth of weapons trafficking within the northern region of our State, especially by the various sets of organized and unorganized criminal street level enterprises operating within our large urban cities and suburban municipalities. Based upon Intelligence-Led Policing efforts and in keeping with the Attorney General's Gun Initiatives, the Weapons Trafficking North Unit will utilize proactive and reactive investigative techniques to investigate these violent enterprises in an effort to limit and deter violence within our municipalities by eliminating their trafficking of illegal firearms within our State.

The Weapons Trafficking North Unit endeavors to work in a cooperative and coordinated effort with members of other federal, state, county and local law enforcement agencies to target illegal purchases and the unlawful transfers of weapons to individuals who are prohibited from possessing them and to those individuals who engage in criminal activity.

Crime Suppression North Unit

The mission of the Crime Suppression North Unit is to identify, investigate and prevent violent and organized crime associated with criminal street gangs, drug distribution and illegal weapons in the cities and urban centers of central and northern New Jersey. The unit works cooperatively with all federal, state, county and municipal law enforcement agencies to identify and share intelligence on the most violent offenders operating in these areas and to proactively investigate these individuals and the criminal organizations they may be associated with. The Crime Suppression North Unit employs a number of intelligence gathering techniques in order to collect information regarding the criminal environment in our cities and urban centers; analyzes the intelligence and prepares strategies for effective prevention and enforcement actions.

Strategic Operations Unit

The mission of the Strategic Operations Unit is to strategically target and investigate high level criminals and criminal networks operating in the central region of New Jersey. Through the utilization of progressive and innovative investigative techniques, the Strategic Operations Unit prepares strategies for effective enforcement actions. The Strategic Operations Unit investigates both reactive and proactive crimes that these criminals and their networks engage in. The Strategic Operations Unit investigates crimes that include; narcotics trafficking, racketeering, money laundering, human trafficking, aggravated assault, weapons trafficking, sophisticated burglary, robbery, and stolen property rings to effect the arrest of criminal groups operating within the state of New Jersey.
